Why in news:
India’s former ambassador to the US, Taranjit Singh Sandhu, has been appointed Delhi’s Lieutenant Governor. The President of India also appointed Vinai Kumar Saxena, the current Lt Governor of Delhi, as Lt Governor of Ladakh.

Constitutional provisions related to above news:
In the Indian Constitution, the role of a Lieutenant Governor (LG) is primarily governed by Article 239.

  • Article 239 (Administration of Union Territories): This is the base provision that allows the President to appoint an administrator (designated as “Lieutenant Governor” in specific UTs) to manage the territory on their behalf.
  • Article 239AA (Special Provisions for Delhi): Inserted by the 69th Amendment Act (1991), it designates the administrator of Delhi as the Lieutenant Governor and establishes a Legislative Assembly and Council of Ministers. It mandates that the LG act on the “aid and advice” of the Council of Ministers except in matters of public order, police, and land.

Article 239A: Provides for the creation of local legislatures or Councils of Ministers in certain UTs, such as Puducherry
