Telangana has authorised its State Mission Director to grant in-principle administrative sanction to urban local body projects under the Centre’s Urban Challenge Fund (UCF). A project qualifies once the State Level High Powered Committee has approved it and sent it to the Centre, and its Preliminary Project Report has been cleared by the Finance Department. Urban local bodies must follow the Union Housing and Urban Affairs Ministry’s guidelines for the UCF and its Credit Repayment Guarantee Sub-scheme (CRGSS).
Exam concepts
What it is: The Urban Challenge Fund is a centrally sponsored scheme of the Ministry of Housing and Urban Affairs. It was announced in the Union Budget 2025-26 to develop cities as growth hubs.
Outlay: Central assistance of ₹1 lakh crore for five years, up to 2030-31.
Funding split (the exam point):
- At least 50% of each project’s cost must come from market sources (bank loans, municipal bonds, private investment).
- 25% from the Centre.
- 25% from the State.
This shifts urban funding from grants toward market-linked finance, and it depends on how creditworthy municipalities are under the 74th Amendment.
In Telangana: The Secretary of the Municipal Administration Department is the State Mission Director.
