ποΈ Mauryan Administration β Overview
The Mauryan Empire had the most sophisticated administrative system in ancient India. It was a centralised bureaucratic state with the king at the apex. The Arthashastra of Kautilya provides detailed information about Mauryan administration.

- Kautilya’s Arthashastra describes an elaborate spy network
- Gudhapurusha (secret agents) β spies in various disguises
- Spies reported on officials, merchants, and common people
- Types of spies: Sanstha (stationary), Sanchara (roving), Tiktaka (poisoners)
- Spies also served as counter-intelligence agents
βοΈ Mauryan Army
- Megasthenes describes a 6-member war committee with 30 members total
- Army had four divisions: Infantry, Cavalry, Chariots, Elephants
- Estimated strength: 600,000 infantry, 30,000 cavalry, 9,000 elephants, 8,000 chariots
- War elephants were a key military advantage
- Navy also existed β Megasthenes mentions a naval committee

- Bhaga β land revenue; 1/6 of produce (standard rate)
- Bali β religious tax/tribute
- Shulka β customs and tolls
- Kara β tax on artisans and traders
- State owned mines, forests, and industries β major revenue sources
- Sitadhyaksha β superintendent of agriculture (state farms)
